: (1) The Government of Nepal may establish the federal civil service and other federal government services as required to conduct the administration of the country. Formation, operation and service conditions of such services will be in accordance with the federal law.
(2) In all federal government services, including the federal civil service, the filling of positions through competitive examination shall be based on the principle of open and proportional inclusion in accordance with the federal law.
(3) The Provincial Council of Ministers, Village Executives and Municipal Executives may form and operate various government services in accordance with the law as required to conduct their administration.
